Bill HB103 "Conner's Law" is currently stalled at the Kentucky Judiciary Committee. This bill is stemmed from the murder of 2 year old toddler, Conner Bachuss.
Conner was physically abused and suffocated in the early morning hours of December 5, 2010 by Ronald H. Saunders. The trial in January 2012 ended in a hung jury. In March 2012 new evidence came to light. This Included a detailed confession from a cell mate of Saunders, and DNA evidence.
In April 2012, the McCracken County Commonwealths Attorney Office accepted a plea deal offer for the case. The McCracken County Commonwealth's Attorney Office accepted a plea of Manslaughter in the 2nd degree, which is considered a non-violence offense. That labeled Conner's murder as non-violent, and Saunders a non-violent offender. Saunders was only required to serve 20% of his 10 year sentence, and has already been up for parole once. Saunders parole was deferred for 2 years in October of 2014, after Conner's family and friends pushed for the deferment.
HB103 "Conner's Law" is intended to help create a minimum sentence for fatal child abuse.
This law will also allow prosecutors to have another charge that they can use against fatal child abuse.
Child-abuse will not be deterred with little to light sentences for the abusers. It is time for a change in regards to child abuse cases in the state of Kentucky.
Please help give this bill life and the chance to spare another family from the pain and suffering that Conner's family has been through.
